## What is a MUD water bill?

You signed for the rent, then a water line showed up that you didn’t expect. At 67 of 140 tracked new builds, water comes from a district, not a city system (Oct 25, 2026). If you’re looking at

outside the city limits, there’s a good chance yours is one of them.

A **Municipal Utility District (MUD)** is a local government district that builds and runs water, sewer and drainage systems where a city doesn’t. Developers create MUDs to serve new neighborhoods in unincorporated areas like Katy, Cypress and much of Fort Bend County. Some areas use a **Water Control and Improvement District (WCID)**, which works much the same way.

The district bills the property. The property then bills you. That second step is where most of the surprise comes from.

## How does the property split the bill?

Texas rules for apartment water billing sit in **16 TAC Chapter 24**. They allow two main methods, and your lease has to say which one applies.

- **Submeter billing.** Your unit has its own meter. You pay for the water you use, at a rate tied to what the property pays the district.
- **Ratio billing.** Sometimes called RUBS, this splits the building’s total bill by a formula. The formula often uses square footage, the number of people, or both.

Submeter billing tracks your habits. Ratio billing doesn’t, so a short shower won’t lower your share much if the building uses a lot of water overall. Both can include sewer, drainage and a service fee.

> **The question to ask before you apply**
>
> Ask for last year’s average water bill for a unit your size. A new building may not have a full year yet, so ask for the average since opening and the billing method.

## Why can a MUD bill run higher than a city bill?

Districts pay off the bonds that built the water plant, pipes and drainage. Those costs show up in rates and sometimes in a property tax the building pays. Newer districts tend to carry more debt per home, because the neighborhood is still filling in.

That doesn’t mean every MUD bill is high. It means the number changes building to building, even on the same road. Two Katy buildings a mile apart can sit in different districts with different rates.

Here’s how the main setups compare on our board:

| Water source | What you’ll see on the bill | What we ask for |
| --- | --- | --- |
| City system | City rate, billed by the property or directly | Billing method and any service fee |
| MUD or WCID | District rate, billed by the property | District name, method, last year’s average |
| Not found yet | Marked [confirm] on the card | We call the property and the district |

## What does this look like at a real building?

Prose Riviana in Katy is a good example. It sits in **Harris County MUD 540**, and the property bills the district water to residents (Oct 25, 2026). That fact sits on the card next to the price, so you can plan for it.

In Katy, your water usually comes from a MUD and the building bills it to you. We ask for last year’s average bill before you apply. You can see more examples on our page for

## How does water fit into the true monthly?

We build your monthly number in a fixed order. First comes net effective rent, then

required monthly fees

, then electric, water and parking. Water lands in that last group because it changes with use and with the district.

When a community gives us last year’s average, we add it as its own line. When they can’t, we note that the number is missing, so you’re not comparing a full bill with a partial one.

Water isn’t the only utility that varies. Electric choice changes by address too, and you can read how that works in our guide to

## What else shows up on a district water line?

The water line on your ledger often carries more than water. Depending on the district and the property, you may see sewer, drainage, a base service charge and a utility admin fee. Each one is legal when the lease discloses it, but together they can make the line larger than you expect.

Here’s how to read the parts:

- **Water usage.** What you, or your share of the building, used that month.
- **Sewer.** Often tied to water usage, so it rises and falls with it.
- **Base or service charge.** A flat monthly amount the district or property adds.
- **Utility admin fee.** A charge for the work of billing you. It sits on top of the water itself.

When we compare buildings, we add the whole water line to the true monthly, not just the usage part. If a community can only give us a range, we show the range and say so.

## Does the season change the bill?

Usually, yes. Houston summers mean more showers, more laundry and, at build-to-rent homes, lawn watering. Ratio billing spreads the building’s total among units, so a hot month can raise everyone’s share. Submeter billing follows your own use more closely.

Ask for the average across a full year, not one month. A single winter bill can make a building look cheaper than it will be in August.

## What should I do before I sign?

Three steps cover most of it.

1. **Get the district name.** It’s often on the utility addendum or the property’s resident portal.
2. **Get the billing method in writing.** Submeter or ratio, plus any monthly service fee.
3. **Get last year’s average.** For a unit your size, or since opening for a newer building.

We do all three for every building on your shortlist. Send us your move date and the buildings you like, and we’ll come back with the water facts beside the price, the same day during hours.

FAQ

## Questions about this guide

Why is my apartment water bill higher in a MUD?

District rates often differ from city rates, and the property splits the district bill among units by ratio (RUBS) or submeter. Both can raise the line on your bill, so we ask for last year's average before you apply.

Can a property bill me for water by ratio?

Yes. Texas allows ratio (allocated) and submeter billing under 16 TAC Chapter 24, and the method has to be stated in your lease.

How many new Houston-area apartments get water from a district?

67 of 140 tracked new builds got water from a MUD or similar district on Oct 25, 2026. 63 used a city system, 9 weren't found yet and 1 had conflicting records.

How do I find out which water district serves a building?

Ask the leasing office for the district name and last year's average bill. We confirm both for every building on your shortlist.

Can you guarantee a price or approval?

No. The community sets both, and we confirm them before you sign.
