## The numbers and the address facts

The Heights is one of the inner-loop areas where new construction is mostly mid-rise, with structured parking and amenity fees. It sits inside the City of Houston, so Chapter 19 floodplain rules apply, and Houston has no zoning, so what's planned next door matters.

Leverage

### How much room renters have on price

Inner-loop mid-rise buildings tend to lease up more slowly than suburban garden communities, so specials can stay on the board for months. Parking and amenity fees, though, often take back part of the special. Our leverage score weighs stabilized vacancy (RealPage, Q2 2026) with the typical special on the board.

Why it goes wrong

## New Heights Apartments: What the Listing Leaves Out

An inner-loop special can look generous until parking and fees show up on the ledger.

The local catch

### A quiet side of the building, until the lot across the street sells

What you seeYou pick a new unit off Washington Ave for its view or quiet side, then construction fencing goes up across the street a few months in.

Why it happens hereHouston has no zoning ordinance, so a surface lot or a low building nearby can become a new project. The historic districts cover only part of the original plat.

What we doWe ask the community what's planned on adjacent lots, share their answer in writing, and compare buildings near work by which units face open land.

### Parking as its own monthly line

Mid-rise buildings with structured parking often charge for each space. One or two spaces can add a real amount to the true monthly.

### No zoning means the lot next door can change

Houston has no zoning, so an empty lot or a low building next door can become a new project. That's noise and views, not a verdict, and we ask about it.

### City or district water varies

Many buildings between I-10 and the North Loop use City of Houston water, but some don't. The billing method also varies, so we confirm it for each building.

Job anchors and needs

## What brings renters here, and how we help here

People pick this part of the Loop for a short, untolled drive to Downtown or the TMC, walkable streets, and new mid-rise buildings. Here's how we help with each.

Job anchor

### Downtown and Chevron Downtown

Route: I-45 or I-10

Toll: No toll on the main lanes

Downtown sits a few miles southeast. Our free-flow minutes are the floor, and we name the slow stretches where I-10 and I-45 meet so the estimate stays realistic.

Job anchor

### Texas Medical Center

Route: I-610 West Loop to SH 288, or surface streets

Toll: SH 288 express lanes are tolled

Many renters here work at the TMC. We compare routes, note the SH 288 express lanes, and ask buildings about garage access for early and late shifts.

Job anchor

### Washington Ave and White Oak Bayou

Route: Walk, bike or short drive

Toll: None

The Washington Ave corridor and the White Oak Bayou trail make short trips easy without a car. We show walk distance as a fact and add the parking you might skip to the bill.

### Needs we hear most

A short drive to Downtown or the TMC

We sort your shortlist by free-flow drive to your job, name the congested segments, and add any express-lane tolls.

Mid-rise living with structured parking

We put parking on its own line in the true monthly so a building with a bigger special doesn't hide a bigger parking bill.

Pets in an inner-loop building

We list pet rent, fees and limits as published, plus dog runs and nearby trail access.

![Trail along White Oak Bayou with the downtown skyline](/images/content/bike-and-walking-trail-along-white-oak-bayou-in-ho.webp)

### What we do here

- We ask about construction plans on adjacent lots.
- We add parking to the true monthly.
- We confirm who bills the water and how.
- We check the FEMA zone and ask for the §92.0135 notice.

Building profiles

## What the new buildings look like on paper

These profiles are durable facts that don't change with the daily price feed. Each building card still shows its own electric, water, FEMA and ISD chips with a confirmation date.

| Product | ISD | Water | FEMA |
| --- | --- | --- | --- |
| Mid-rise wrap or podium, 4-7 stories, structured parking | Houston ISD at most addresses | City of Houston at many; confirm per building | Check each card; Chapter 19 applies in the city |
| Townhome-style rentals on smaller lots | Houston ISD; confirm by address | City water common; utilities may be in your name | Check each card |
| Garden-style infill near the Loop edges | Confirm by address | City or district, varies | Check each card |

How we help inside the Loop

## Why Inside-the-Loop Renters Use Us

We track every ground-up build between I-10 and the North Loop, with a confirmation date on each card.

We put parking and amenity fees on their own lines.

We confirm City of Houston or district water and the billing method.

We ask about construction planned on adjacent lots.

We check Houston ISD by exact address, as a fact.

We line up to four tours inside the Loop in one afternoon.

## Getting around from a new inner-loop apartment

The neighborhood sits inside the **I-610 Loop**, between **I-10** to the south and the North Loop to the north. Most Downtown and TMC trips don't need a toll road.

- **I-10 and I-45** carry most Downtown trips. Our free-flow minutes are the floor, and we name the slow stretches near the I-10 and I-45 interchange.
- **I-610 West Loop to SH 288** is a common TMC route. The **SH 288 express lanes** are tolled, so we add a toll line only if you'd use them.
- **Washington Avenue**, **Heights Boulevard** and the **MKT Trail** make short errands possible on foot or by bike.

If you'll be driving less, we'll show what skipping a parking space does to your true monthly.

## What the new buildings tend to look like

New construction here is mostly **mid-rise**, with apartments wrapped around or stacked on a **structured parking** garage. You'll also see townhome-style rentals on smaller lots and a few garden-style buildings near the Loop edges.

Mid-rise buildings often add **parking per space**, an amenity fee and valet trash to the required fees. That's why a deeper special inside the Loop can still lead to a higher true monthly than a smaller special in the suburbs.

Because the area is inside the **City of Houston**, the city's **Chapter 19** floodplain rules apply to new construction. Houston also has **no zoning**, so the parking lot across the street could become another building. We ask the community what's planned nearby and share what they tell us.

Local knowledge

## Our Notes on Renting New in the Heights

The Heights began in 1891 as its own town and joined Houston in 1918, so older bungalows sit a block from new mid-rise buildings. The **Heights Historic Districts East and West** cover much of the original plat, and most new apartments rise along corridors like **Washington Ave** and **Shepherd/Durham**.

Inside city limits, **Chapter 19** has required new buildings in the 500-year floodplain to sit two feet above that flood elevation since September 2018. We still list each building's FEMA zone, because the rule governs construction, not every street near **White Oak Bayou**.

The **MKT Trail** links to the **White Oak Bayou Greenway** under Studemont Street, and short errands work on foot or by bike. If you'll drive less, we show what dropping a garage space saves on your true monthly.

FAQ

## What Renters Ask Us About the Heights

Are new Heights apartments mostly mid-rise?

Mostly, yes. Many are four to seven stories over structured parking, so we show the building type on each card and put parking on its own line in the true monthly.

Who bills water at new buildings near Washington Ave?

The City of Houston supplies water at many buildings inside the Loop, but it varies, and so does the billing method. We confirm who bills it and ask for last year's average bill.

Can a lot next to my building be developed?

It can. Houston has no zoning ordinance, so we ask the community what's planned on nearby lots and share what they tell us before you sign.

Does Chapter 19 apply to new Heights buildings?

Yes. Since September 1, 2018, Chapter 19 has required new buildings in Houston's 500-year floodplain to sit two feet above that flood elevation. We still list each building's FEMA zone as a fact.

Can I get around without a car near the MKT Trail?

Often, yes. The MKT Trail links to the White Oak Bayou Greenway under Studemont Street, and we show what skipping a parking space saves on your true monthly.

Can you guarantee a price or approval?

No. The community sets both, and we confirm them before you sign.

Still have a question?

Text us or send your move date. We reply the same day during hours.

Cypress mixes new garden-style apartments with build-to-rent homes along the Grand Parkway, US 290 and Mason Rd. Most of it is unincorporated Harris County, so water districts and address-level school boundaries matter more than the mailing city.
